Implement settings for --header-command

Description

In order to use Coder in conjuction with Jetbrains Gateway behind a Azure AppProxy the plugin must configure the --header-command as in the plugin for VSCode.

This solve setting the needed OAuth2 bearer token in header to get access to coder application.
