Support non-Github repositories

Summary

Use local, non-Github mechanisms for code reviews, etc. if the project repository does not have a github.com remote origin.

Motivation

I want to leverage the full power of codev for non-Github projects. My hypothesis: one implementation to handle all non-Github cases locally is higher ROI than multiple implementations to support individual Github-like forges (Gitlab, Gitea, Forgejo, etc.).

Is this a desirable feature? If not I'll decide whether or not to maintain a fork.

Contributing

I'm happy to (try to) implement this myself, but other than creating this issue it wasn't clear to me from the contributing section in the README the best way to proceed. Should I clone this repo and submit a PR or is there a different preferred workflow?

Submitting a PR would be great! Fair warning though that we are pretty tightly coupled to Github. For example, the work page in agent farm relies on github to get the state of all PRs, etc. But I could quite possibly be wrong about this. REgards, Waleed.

Well, I'll have codev to help me sort it out :)

If I'm unable to get it working correctly and/or it's indeed too messy to maintain for the benefit I'll close this issue.
