New command

cf update-stack -h
NAME:
   update-stack - Transition a stack between the defined states

USAGE:
   cf update-stack STACK_NAME [--state active|restricted|deprecated|disabled]

EXAMPLES:
   cf update-stack cflinuxfs3 --state disabled
