Maintenance: Update Typedoc to v0.28.9

Summary

We cannot merge #4245 until we update the the Typedoc dependency to the latest version. This is because the version range for Typescript in v0.28.8 of Typedoc does not include the latest version of Typescript.

Why is this needed?

We cannot update to the latest version of Typescript

Solution

Update the version of Typedocs in the root package.json file to v0.28.9.
