Forward port onnx work and tests from v1.x to master branch #19899

Description
We need to forward port all onnx work from v1.x branch to master branch.
ONNX tests in master have also been disabled by #19898. When we port the onnx work, we also need to make sure the onnx tests are enabled and only run in the onnx stage (on unix-cpu pipeline.)
