Deleted the LogbackGroovy feature implementation, its template, and associated tests from the codebase. Also removed the related test case from CreateAppCommandSpec. This change likely reflects deprecation or removal of support for Logback Groovy configuration in favor of other logging solutions.

Deleted the LogbackGroovy feature implementation, its template, and associated tests from the codebase. Also removed the related test case from CreateAppCommandSpec.
Will be restored when #14874 is completed
