Update test framework & remove bundled dependencies

Description

• Removed Bundled Dependencies
  • topcoat
  • jasmine
• Removed Bundled Dependencies License from NOTICE
• Installed jasmine-core@5.9.0 with npm
• Replaced topcoat with custom CSS.
• Updated some of the source code license headers
• Updated GitHub Action Workflow (Node Support Range)
• Added GitHub Action Workflow Release Audit

Testing

Ran mobilespec using local test-framework.
