- Add conciliation.md documenting conflict analysis between tooling and memory system implementations
- Document git worktree setup for team isolation
- Add CODEOWNERS configuration for shared file protection
- Include CI workflow for conflict detection
- Add Phase 4 sync point checklist and ADR requirement
- Update phase-04 with ADR stop notice before executor integration
