l10n: Translated readme strings not rendered on locale plugin pages

Describe the bug

Strings in the Stable Readme are translated in GlotPress/translate.wordpress.org,
but the English original is still shown partially on locale-specific plugin pages instead of
the translated version.

This has been confirmed for the German plugin page:

Steps to Reproduce

1. Visit the German plugin page: https://de.wordpress.org/plugins/two-factor/
2. Compare the displayed readme content with the available translations on
   https://translate.wordpress.org/projects/wp-plugins/two-factor/

Translated strings from the Stable Readme should be rendered on the
respective locale plugin page (e.g. de.wordpress.org/plugins/two-factor/).
