Description
The RFC for Block Registration is ready to use with one exception (as noted in #23636 - i18n support). This PR converts RFC to a regular documentation page that should be included in the Block API section.
@mkaz or @chrisvanpatten – could you help with exposing this page and making sure it's properly linked in all needed places?
