Tag Cloud Block: can select the pattern category

Found while reviewing #57194

In the Tag Cloud block, you can select pattern categories as taxonomies.

I believe that pattern categories are only used to categorize patterns within the admin screen, and are not displayed externally as tags.

Step-by-step reproduction instructions

• Insert a Tag Cloud Block.
• Open the taxonomy select control.
