eco reset

/eco reset needs to be blocked IMO. Today an op used it to lag the server by resetting everyone at once (even offline players).

CommandBlocker should take care of this.

However, CommandBlocker does not currently block subcommands. This is something that must be implemented before /eco reset can be blocked.
