You need to add the rest token in the configuration file.

If you want to have a token that persists between server restarts add it at tshock config.json Find "ApplicationRestTokens":

"ApplicationRestTokens": {
    "TOKENYOULIKE": {
      "Username": "ValidUsername",

    }
}
For example:
"ApplicationRestTokens": {
