{{ STATIC_URL }} Issue

When using {{ STATIC_URL }} for the CSS reference, we see that it is replaced with the string '/users/'.  This causes Django to attempt to find the CSS files in '/users/css/bootstrap.css', which does not exist.  We need to figure out why it does this.
