Remove device information in Image Class #524

Is your feature request related to a problem?
Remove the device information and the _set_device() and device() methods in Image Class. Be aware that we want to test all methods with cpu and cuda device.
Desired solution
Add the ability in src/safeds/config/_device.py to set the default device on startup.
