[Grant Applications] Add check on existing projects when creating a grant to new project #5417
Description
It seems that there are multiple people that applies for resources for a new project when they in fact should be applying for more resources to an existing.
A solution to this could be that we check if the current new project name is equal to one of the projects that we list in the existing project. This should not be a hard requirement, but we could hint that they might be creating a new project when all they want is to get more ressources.
The reason that it should not be a hard requirement is because we allow projects to have the same title as long they are not on the same level of the project hiarchy.
