Universal markup system

Let's not make the same mistake as Metastruct.
Would be used in nametags, chatbox, chatHUD, deathnotices, etc... Basically everything drawn on the screen

Probably base off markup.Parse at this point, I think Metastruct's chatHUD does this
We'll use markdown with some extra formatting, HTML-like syntax is just a pain to work with I think
