They should be run only from time to time, e.g. between releases, or
when the commit specifically states the perf modification of the
relevant code.

This fixes #109.

Good for now, but eventually these tests should belong to benchmarking.

@mmcky What is the status of https://github.com/QuantEcon/QuantEcon.py.benchmark?

@oyamad -- QuantEcon.py.benchmark is currently defunct. Never got it running on a stable build platform for consistent results. I'll assign an RA to look into setting this up to support as it would be nice to have.
