[New Feature]: Quick select day/month/year times

As a user, in the TimeUI I want to:
In range mode, quickly select a full UTC calendar hour, day, week, month, year, decade.
In point mode, quickly select the start of a UTC calendar hour, day, week, month, year, decade.
