[New Feature]: Preliminary Video Support

Two places to incorporate video support:

• The properties.images within geojson features (see https://nasa-ammos.github.io/MMGIS/configure/tabs/panels#viewer) shall support .webm and .mp4 video links and the Viewer Panel shall render them.
• A new layer type called "Video" that supports .webm and .mp4 videos and uses https://leafletjs.com/reference.html#videooverlay
  • Use bounding box configuration for render location
  • 1 video per layer
  • Make sure the DrawTool can draw over it
  • Nice to have: playback controls within the LayersTool's settings for the layer
  • All other layer configurations like initially-on, opacity, zoom extents...
  • Ignore syncing with TimeUI for the time being
