Re-enable skipping of tests requiring OpenEye when OpenEye is not installed #72
Description
Because the main builds are done through omnia-md/conda-recipes, and the testing on there does not have encrypted OpenEye environment variables, I need to re-enable skipping of tests which require OpenEye (which is basically everything).
