LRM-0: Thermal Inertia & Local Resource Management

Optimization of heat transfer and flow logic in decentralized environments (Yam-based contexts).

System Note: Optimization must terminate at the unpredictability threshold of the input stream. Do not reduce beyond thermal noise. If 'Verbe' loss is detected, immediate fallback to source state (Kitchen). Reality is irreducible.
