Version Issue with the VS2015 Extension

I think there's an error in the package references - when VSCopyLocal is installed on VS2015 it tries to load the VS2017 shell assembly(s), e.g., Microsoft.VisualStudio.Shell.15.0.

I don't have VS2015 installed to check this right now. You may suggest a PR if you know what's needed to be changed.

Hey Kobi! I think it’s pretty straightforward – Mads had to do something similar for one of his Extensions not too long ago. I’ll try to carve out some time to pull the code from Git and figure out the needed changes. If I give you the list would you have time to update and test with later versions (2017/19)? ~ JB John B.
