This PR reorganizes the solution structure by removing outdated build scripts and consolidating solution items. The changes remove the PowerShell-based build system and reorganize the solution file structure for better maintainability.
- Removed legacy PowerShell build scripts (build.ps1 and build.cmd)
- Moved azure-pipelines.yml from Build folder to main Solution Items
- Eliminated the separate Build folder in the solution structure
