Add the ability to toggle "chat.shout" with a command #3958

Feature description:
The ability to use a command to toggle "Shout" so that players don't have to append "!" to everything they say, if they want to talk in global chat.
How the feature is useful:
People find it annoying to constantly have to type a "!" when they are talking with someone that's not near them.
