Add hat exempt permission

Hello :)
Being able to put certain plugins items on your head can cause serious problems such as duplication.
So I would like to know if it is possible to add a permission to blacklist certain items to avoid being put on his head with the command /hat

Like:
( essentials.hat.exempt.BLOCK_ID )
essentials.hat.exempt.EMERALD
essentials.hat.exempt.TRIPWIRE_HOOK
essentials.hat.exempt.AnotherBlockID
