Revise topics/formalization_options for Decision Tables #991

As in #990, this page is talking about decision trees (operations research). So we probably can leave most of that alone and add an admonition similar to that described in #990 explaining that we think it will be less confusing for us to shift to "decision table" as the thing we're talking about, with "tree" being (one of) the representations thereof. In fact, we should consider making that admonition box be an includable thing and just markdown-include it in the right place on both pages. That makes it easily injectable elsewhere when we need it.
