E-feature request: time_constant_AP1 and subthreshold_time_constant #363
Description

time_constant_AP1: To calculate time constant for rise to threshold of first AP. The bounds can be between stim_start and AP_rise_time[0]
-
subthreshold_time_constant: to calculate the rising time constant of subthreshold (depolarising) step stimulus voltage response.
The existing time_constant e-feature requires a hyperpolarising step.
