Show snack or something like that on the "User rules" screen in some cases #4712

What filters do you have enabled?

What Stealth Mode options do you have enabled?

Issue Details
Steps to reproduce:
- Go to User rules
- Add a few user rules if you don't have yet
- Enable all rules using a button from context menu
- Try enable all rules again using the same button
Expected Behavior
A snack should be appeared about all is okay, all rules are already enabled.
Actual Behavior
Nothing happened.
