Proxy settings are not disabled when AdGuard works in integration mode

Environment

- OS: Android 9
- Device: Sony Xperia
- Firmware: yes

Root access

• Yes, I have it.

What filters do you have enabled?

AdGuard Base filter, AdGuard Mobile Ads filter

What Stealth Mode options do you have enabled?

No response

Issue Details

Steps to reproduce:

1. Run AdGuard and AdGuard VPN in integraton mode
2. Go to Proxy settings
3. Add and enable proxy.

Expected Behavior

Proxy settings are inactive in integraton mode.

Actual Behavior

It is possible to turn on proxy. It even leads to a protection restart.
But the traffic still goes through the VPN (by design proxy is not used in integration mode).
