When you swipe between tabs on the Home tab, the icons in the control panel blink

Issue Details

Steps to reproduce:

When you swipe between tabs on the Home tab, the icons in the control panel blink. The AdGuard VPN icon does not blink. Need the same behavior for all icons.

Also, if you enable all the protection on the control panel (Ad blocking, Tracking protection, DNS protection, Annoyance blocking), and repeat the swipe between the tabs, then because of the text under the control panel all the icons jump up/down. If not all of the protection is enabled, then the icons will not jump because of the smaller text below them.

Expected Behavior

Icons on the control panel in the Home tab have the same behavior when switching between tabs, the icons do not jump.

Actual Behavior

Icons on the control panel in the Home tab have different behavior when switching between tabs, icons jump.
