Buffer was exhausted while reading /proc/net/tcp6

It appears that we may run into this issue pretty consistently. See the logs in JIRA.

There are actually two parts to this issue:

1. We run into Buffer was exhausted while reading issue and cannot discover the destination address
2. We REJECT the outgoing connection due to that

The problem is that we consider 2000 connections to be the upper limit on a mobile device, but in reality, there might be more than that.

@sfionov what do you think, what upper limit do you consider normal?
