DOC: Add a codeowners file

To resolve it, I can add a standardized .github/CODEOWNERS file so that default reviewers are automatically requested for every new PR. I will follow GitHub’s recommended format and ensure the file aligns with the project’s existing structure.

Before I proceed, please let me know if there are specific maintainers or teams that should be added as default code owners. Otherwise, I will prepare the initial version based on the repository’s current maintainers.

I’d like to work on adding the CODEOWNERS file.

Here is how I plan to complete the task:

Create a .github/CODEOWNERS file
I will add code owners so PR review requests happen automatically.
Example structure (can be adjusted based on your preference):

docs/** @M4dhav

Follow GitHub’s CODEOWNERS rules

Place the file in .github/CODEOWNERS

Use exact GitHub usernames or teams

Ensure fallback rules work correctly

Test the configuration

Open a test PR from my fork

Confirm that GitHub automatically requests the correct reviewers

Adjust patterns if required

Optional improvement
I can also add a short section in README or CONTRIBUTING.md explaining how CODEOWNERS works for new contributors.
