Add automated software tests to check new PRs

🚀 The feature

Automated Software Tests are a commonly used feature in software that ensures all code can be automatically tested as a baseline and helps ensure that no regressions occur. So, Resonate should also have automated tests. We should also add a workflow to automatically run all tests when a PR is opened.

Motivation, pitch

Automated Software tests can reduce dependency on manual tests and simplify maintainer workflow along with helping ensure no regressions make their way into the codebase.
