Enabling 'Reduced motion' causes loading circle animation to experience zoomies #275

Describe the bug

Enabling "Reduced Motion" in Settings just speeds up the animation of the loading circle to the point where it becomes rather awful to look at. It appears during loads of the app and in About page in settings. (The gif is recorded at 15 fps, looks even worse on 60fps)

Reproduction

  1. Go to Settings
  2. Click on Appearance
  3. Enable "Reduced Motion"

Expected behavior

It spins normally, or gets replaced with a percentage text value indicating progress of it I guess. Maybe doesn't spin at all, or spins in a way slower rate than normally.
