This is alt's watchdog.py script gutted to maintain a delegate balance.

• Copy the config.json.sample to config.json
• Update config.json with your own rpc and delegate information
• balance_threshold is the BTS limit at which a payment will be triggered.
• Script loops every 1010 seconds (length of a round)
