DUTIES AND FUNCTIONS

The budget officer shall take charge of the budget office and shall:

Prepare forms, orders, and circulars embodying instructions on


budgetary and appropriation matters for the signature of the mayor, as
the case may be;

Review and consolidate the budget proposals of different departments


and offices of the local government unit;

Assist the mayor, as the case may be, in the preparation of the budget
and during budget hearings;

Study and evaluate budgetary implications of proposed legislation and


submit comments and recommendations thereon;

Submit periodic budgetary reports to the Department of Budget and


Management;

Coordinate with the treasurer, accountant, and the planning and


development coordinator for the purpose of budgeting;

Assist the sanggunian concerned in reviewing the approved budgets of


component local government units;

Coordinate with the planning and development coordinator in the


formulation of the local government unit development plan; and

Exercise such other powers and perform such other duties and
functions as may be prescribed by law or ordinance.

The appropriations for personal services of the budget officer provided


under the Department of Budget and Management shall, upon
effectivity of this Code, be transferred to the local government unit
concerned. Thereafter, the appropriations for personal services of the
budget officer shall be provided for in full in the budget of the local
government unit.
SUMMARY

An employee in this position typically performs a high volume of repetitive transactions and daily system maintenance
as well as trains entry-level budget personnel and clerical assistants. This person would assist senior-level budget
personnel with review of budget requests, processing of amendments, and budget development.

DUTIES AND RESPONSIBILITIES

Performs detailed work in assisting in the prepartion of and review of personnel and budget amendments.

May train, supervise, and resolve issues for entry-level Budget Assistants as well as clerical assistants engaged in
budget activities.

Reconcile payroll, journal vouchers, PAR, and overdraft reports.

Assist more senior staff with budget development.

Compiles data for reports.

Performs related work as required.

EDUCATION AND EXPERIENCE

Graduation from a standard high school (GED). Some bookkeeping experience, preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Some knowledge of accounting principles and practices, statistical analytical procedures, and general university
programs, practices, and procedures.

Ability to perform mathematical taskes rapidly and accurately.

Ability to think logically in analyzing and solving problems.
