If your LinkedIn Ads account has been put on hold, a red banner will appear at the top of Campaign Manager with the reason why your account is On hold and the recommended steps to troubleshoot.
Ads won’t run while an ad account is on hold but will resume once the hold is removed.
The On hold reason stated in the red banner should match with one of common reasons why your ad account is on hold and the troubleshooting options available in the following table.

As an ad account’s billing admin, you can add or change the credit card used for LinkedIn Ads payments from your ad account’s Billing page.
To add, edit, or view billing information:
Go to your ad account in Campaign Manager.
Click Account settings
On the Billing setup tab, click the Update credit card button in the How you’ll pay section.

To access or take action in a LinkedIn Ads account, you need to be assigned the correct user role. Each user role grants permission to take different actions in Campaign Manager. User roles can help you manage your ad account by creating a system of tiered access.
How someone is added to an ad account varies depending on if you have Business Manager:
Your bank may place an authorization hold on your credit card for an amount up to $1.01, or the equivalent amount in your currency, at the moment you update the payment information of your LinkedIn Ads account. This isn't an actual charge, and you will not have to pay it.
The authorization hold will be removed from your credit card statement according to the policies of your bank. Please note that it usually takes seven business days or fewer for it to be removed. To remove an authorization hold at your convenience, please contact your bank.
