About us

Established in 1889, the International Boundary and Water Commission (IBWC) has responsibility for applying the boundary and water treaties between the United States and Mexico and settling differences that may arise in their application. The IBWC is an international body composed of the United States Section and the Mexican Section, each headed by an Engineer-Commissioner appointed by his/her respective president. Each Section is administered independently of the other. The United States Section of the International Boundary and Water Commission (USIBWC) is a federal government agency and is headquartered in El Paso, Texas. The IBWC operates under the foreign policy guidance of the Department of State. The Mexican Section is under the administrative supervision of the Mexican Ministry of Foreign Affairs and is headquartered in Ciudad Juarez, Chihuahua, Mexico.

    Commissioner Bobby Janecka and Deputy Executive Director Steven Schar met with U.S. Commissioner W.C. “Chad” McIntosh and Mexican Commissioner Adriana Reséndez of the International Boundary and Water Commission in El Paso this week. There the parties spoke on their commitment to the 1944 Water Treaty and its compliance. They also discussed several shared actions.

    𝗦𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁𝘀 𝗶𝗻 𝗨𝗦-𝗠𝗲𝘅𝗶𝗰𝗼 𝗦𝗮𝗻 𝗗𝗶𝗲𝗴𝗼/𝗧𝗶𝗷𝘂𝗮𝗻𝗮 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 A monumental agreement has been reached between the United States and Mexico. The United States and Mexico are making substantial strides to enhance water infrastructure and address transboundary wastewater management issues in the Tijuana River watershed. 𝗨𝗻𝗶𝘁𝗲𝗱 𝗦𝘁𝗮𝘁𝗲𝘀 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲𝘀: • Release Environmental Protection Agency (EPA) Border Water Infrastructure Program (BWIP) funding for the rehabilitation of Pump Station 1 and Tijuana River collection pipes. • Provide BWIP funds for additional projects, subject to appropriations. • Expand the South Bay International Wastewater Treatment Plant (SBIWTP) capacity from 25 to 50 million gallons per day (MGD) by December 2027, with an interim expansion to 35 MGD by August 2025. • Inform Mexico of expenses incurred for trash removal and sediment dredging activities in the Tijuana River. 𝗠𝗲𝘅𝗶𝗰𝗼'𝘀 𝗖𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁𝘀: • Seek internal funding to initiate construction on key projects in 2025, including the diversion of 10 MGD of treated effluent and the rehabilitation of the Parallel Gravity Line. • Allocate Minute 328 funds in the 2026-2027 budgets to complete remaining projects by December 2027. • Secure full funding for the operation and maintenance of Minute 328 infrastructure projects. 𝗝𝗼𝗶𝗻𝘁 𝗘𝗳𝗳𝗼𝗿𝘁𝘀: • Enter a new Minute by December 31, 2025, to ensure a comprehensive solution for wastewater management. • Develop a binational monitoring system for real-time data on Tijuana River flows and water quality. • Expand treatment capacity and improve stormwater management practices.   • The USIBWC is dedicated to keeping Americans safe from exposure to Mexican sewage and ensuring Americans receive their fair share of water resources. We are proud to highlight the exceptional fieldwork carried out by our Amistad Dam team, in close collaboration with the US Army Corps of Engineers The team recently completed a high-risk maintenance and repair project on the dam’s floodgates, involving crane-suspended operations at heights exceeding 200 feet. Tasks included gate component repairs, cable tensioning, and precision adjustments to gate limit switches, which control the opening of the floodgates. All essential work to ensure the protection of lives, support binational cooperation, and ensure water security. These operations were performed in extreme South Texas summer conditions, high heat, humidity, and wind, and included over 10+ hour workdays for our Amistad crews. Despite the challenges, the team maintained a flawless safety record. The expertise required spans multiple disciplines: crane operations, mechanical systems, electrical calibration, structural repair, and dam operations. The success of this effort reflects the dedication and technical proficiency of our personnel, the strength of our leadership team, and the critical support from USACE trainers and partners. From planning and logistics to execution and water rescue standby, the USIBWC continues to seek appropriate funding for all necessary resources to keep building, operating, and maintaining this vital infrastructure on behalf of the American people. Infrastructure doesn’t maintain itself, people do. And our team at the USIBWC continues to embody the professionalism and commitment required to safeguard it all.

  • As we celebrate Independence Day, the U.S. Section of the International Boundary and Water Commission (USIBWC) reflects on our role in upholding the values that define this nation: service, cooperation, and commitment to the public good. The USIBWC has played a crucial role in implementing binational treaties and safeguarding shared water resources along the U.S.-Mexico border. Our work in protecting lives, strengthening infrastructure, fostering diplomacy, and keeping Mexican sewage from entering the U.S. continues today across four states and nearly 2,000 miles of international boundary. On this day of national reflection, we honor the generations who built and defended our freedoms, as well as the public servants, past and present, who maintain safety and protect the American people.
