The garden.rpa file is old version, you should get the HH v0.17+ > v0.18.2 PC Patch, extract the garden.rpa from that and copy it to replace the smaller garden.rpa file in the game/ -directory.
Did you update game from previous version? Which version was it previously?
Did you download the full game (the 13 GByte file)?
If that crash happens after loading a save, try another save. Try to find save made in managers hotel room, those work best when loaded in next version.
If you have updated from v0.18.1 or older to v0.19.1, installation is missing updated garden.rpa file (it should be about 206 MBytes size). That file can be extracted from HH v0.17+ > v0.18.2 PC Patch.
If all that does not help, use full game ZIP (verify first it is without errors and complete), extract it to a new empty directory and load a save made in managers hotel room.
If it is the food drive missions given by the lady selling gardening stuff in the park, the mission description stated what is needed. I do not remember delivering wrong items there. The lady shows the mission description again if you forgot what was asked for.
Are you perhaps playing version 0.20? That is a test version that is full of bugs and does not work.
To me the graphics are fine. I have assumed it is the artists style that makes things look like they do. I have seen other games that have almost photorealistic graphics, but to me Harem Hotel graphics are better.
It may be the current graphics engine is tedious to use or some other engine would produce desired result with less work, but project has been running 7 or 8 years now, change now would delay progress perhaps a year.
I have noticed the current engine has troubles when background is water with waves, then the outlines of foreground objects get wavy.
Could it really have been a corrupted download twice in a row?
The zip file has checksum, if the file is broken the unzip or winrar detects that and shows error message. WinRAR should have a test function that shows downloaded file matches the checksum. If the checksum matches you have an intact and complete zip file.
Did you download from the links on this page under the Download -heading?
Verify disk has free space for the game, 13 GB for the download and another 13 GB to unpack the zip file.
If you have same problem with another game, too, maybe your new computer is faulty. Try for example running memory test to see RAM works correctly. Try Internet Search engines with “memory test” or maybe MemTest64 or similar tool.
Only on Android is it necessary to copy save files.
On other platforms the save/ -folder contains copies of the save files that are store elsewhere. On Windows it is %APPDATA%, on Linux ~/.renpy/Harem\ Hotel-<random-number>/, on Mac something similar that I do not remember. All versions of game use that same place.
Installing new version of game to a new directory and loading save file from old version should just work.
I have not developed games with Renpy, but I know it uses Python code. In python 2 (which Renpy 7 uses) integer type is processor word size, which nowadays usually is 64 bit. There is data type long, which should always be at least 64 bits.

In Python 3 which Renpy 8 uses, integer type is unlimited. When game is ported to that new Renpy version you can have unlimited amount of money!

Is download always stopping when 4GB has been downloaded? Some filesystems have maximum file size 4GB, could that be the reason? Use File explorer to examine properties of that disk. If it is FAT file system, it has 4 GB max filesize.
You provide very little information, I can not guess what could be wrong. Just pressing the Download button works for me. Developers Patreon page has the download links too, you could try there but they should be the very same links.
If you have another PC you can use, download there and transfer to your PC using memory stick or other portable storage.
