chore(deps): support arm64 when developing locally

• chore(deps): bump boto3 from 1.20.5 to 1.20.16 #859
• chore(deps-dev): bump coverage from 6.1.2 to 6.2 #853
• chore(deps-dev): bump bandit from 1.7.0 to 1.7.1 #825

Description of changes:

Current version of regex library (2021.4.4) does not include a mac arm64 variant.
This causes black to fail on Apple Silicon

Other libraries would also be upgraded as part of this like:

• bandit to 1.7.1
• boto3/botocore to 1.20.17
• coverage to 6.2
• flake8-bugbear to 21.11.29
