and update code according to ruff rules TCH, UP006, UP007, UP037 and
FA100.

Changes to this utility are always critical because it has a critical dependency on Pydantic and it is a complex code. I know that the changes we are making should not cause problems in Runtime, but it is always good to validate.

Functional/unit tests are green. E2E tests are green.
