Fix the bug on Android 11 when filtering doesn't work with enabled AdGuard

Well, we got a situation when the AdGuard application doesn't filters network traffic on Android 11 as it should. Moreover, we also got the case when the system icon "key" has not been showed when the application is working. We need to fix the situation ASAP.
