  1. Modified wrap_python to only check for __CYGWIN__ on 32bit windows 

    systems. This fixes an issue where boost thinks it is on a 32bit system
for Cygwin-64. This fix was discussed on Issue #684 on
Valloric/YouCompleteMe. This code change fixes that issue.
