Need validation when saving Template settings

It seems that we need validation when saving templates..

I tried to save a template with the following settings: not default, guests only.
It told me that it saved, but after review, it did indeed save to the database, but since I had nothing inputted for Template URLs, it seemed to have failed writing to the settings.ini file.

This requirement needs to be made more apparent, either through validation rules or maybe Javascript.
