Allow granting of perms on any objects (except funcions atm) to users, groups or public.  It currently only lets you grant to a single user a single privilege at a time, but it's easily improved.

I think my cvs troubles this morning were caused by following the instructions in this file. I've looked on sourceforge, and they seem to have changed the instructions so I'm updating them here to follow what the site says. Please not I am able to work using sourceforges instructions. (BTW - this probably doesn't effect people without write access, but just in case...)

Updated copyright for 2003, switched us back to the phppgadmin project

All public pages now include lib.inc.php which checks for config.inc.php and errors if not found or including if found. This also bumps up the appversion since mixed config/lib/*.php files will cause problems.
