Need to do BufferSync at end of DROP DATABASE as well as CREATE DATABASE.

Need to do BufferSync at end of DROP DATABASE as well as CREATE DATABASE.
Otherwise, newly connecting backends will still think the deleted DB is
valid, and will generate unexpected error messages.
